public static enum UploadStatus.State extends Enum<UploadStatus.State> implements com.google.protobuf.ProtocolMessageEnum
 One gate, and one way out.

 PENDING -> READY is a ladder: `set_upload_status` moves up it or stands
 still, never back. READY seals the upload against writes and opens it to
 reads in one move, so no state is both readable and writable -- a read is
 cacheable and a later write cannot invalidate one already taken.
 DISCARDED can be set from either rung.
